Pittsburgh's Action News 4 got an exclusive look inside a $1 billion infrastructure project that's been in the works for thirty years: a brand-new Monongahela River lock soon to be filled with water.A resident engineer and an equipment mechanics supervisor from the U.S. Army Corps of Engineers gave us a chance to stand in a place that will be filled with river water for the next hundred years or so, all in the name of bringing commerce into the future.
